现将《温州大学国际学生校外住宿管理办法（试行）》印发给你们，请遵照执行。

温州大学国际学生校外住宿管理办法（试行）
第一条为了国际学生的健康与安全，原则上不允许校外住宿。如因特殊原因需校外住宿的，经所在学院同意，留学生教育与管理部审核，根据学校有关规定办理退宿手续，并按照温州市公安局出入境管理部门的规定办理有关校外住宿手续。
第二条在校外住宿的国际学生必须严格遵守中国法律条例，不得从事危害中国国家安全以及违反中国法律和有关治安条例的活动。
第三条国际学生在校外住宿应注意人身和财产安全，不使用违章电器，不违章驾驶摩托车，日常生活注意安全用水、电、煤气，遇到可疑人员或紧急情况及时向有关保卫人员或公安部门报告。
第四条留学生教育与管理部将不定期配合公安部门对校外住宿的国际学生进行安全查访，国际学生应予以积极配合，不得无理阻拦或拒绝查访。
第五条国际学生校外住宿发生突发情况，应立即报告公安部门、学校国际学生突发事件处置工作领导小组办公室，并配合进行处理。
第六条国际学生校外住宿相关注意事项
（一）租赁私房的国际学生应请房东出示《租赁房屋治安管理登记证》，并与房东签订租赁合同书。
（二）住宿宾馆、酒店、租赁公寓房的国际学生应提供宾馆、酒店或所租赁的公寓房物业部门出具的有关住宿期限证明。
（三）借住亲属处的国际学生：
1.须提供担保人（指借住地户主）的有关情况（姓名、住址、与被担保人的关系及有效证件）。
2.担保人须与被担保人签署书面担保书，并承诺：
（1）同意被担保人住宿其处；
（2）愿意承担相应的安全及法律责任。
第七条办理校外住宿登记手续程序
（一）首先应向所在学院递交《温州大学国际学生校外住宿申请表》及租赁合同等相关材料，所在学院汇总后报留学生教育与管理部审批，同意校外住宿的学生还需签订《温州大学来国际学生校外住宿安全责任协议书》。
（二）国际学生获准在校外住宿后，须在一周内到后勤宿管公司办理宿舍退宿相关手续，逾期不办理退宿手续的学校将强制退宿。
（三）入住后一周内，国际学生持本人护照等有效身份证件、租凭合同去住宿地所在派出所办理《境外人员住宿登记凭证》。
（四）国际学生持《境外人员住宿登记凭证》到留学生教育与管理部学生科存档，并登记住所电话或手机号码等联系方式。
（五）变更校外居住地址的国际学生，须重新履行上述有关手续。
第八条校外住宿国际学生必须严格遵守学校的作息时间和参加学校组织的各项活动和社会实践，因病因事不能来校参加教学活动时，应按照有关学籍管理规定履行请假手续。
第九条港澳台侨学生校外住宿管理参照本办法执行。
第十条本办法由留学生教育与管理部负责解释,自发布之日起开始试行。

1．申请校外住宿为本人自愿行为，本人将自觉遵守温州大学校外住宿有关规定，按要求办理相关手续，签署《温州大学国际学生校外住宿承诺书》，并及时将住址和有效联系方式报告所在学院和温州大学留学生教育与管理部。
2. 本人严格遵守中国的法律、法规，尊重中国的社会公德和风俗习惯，不参与打架斗殴、卖淫、嫖娼、吸毒、赌博等违法活动。
3．本人将按照公安机关出入境管理部门的有关规定按时办理外国人临时住宿登记、居留许可及变更、延期等手续。
4．往返学校途中，本人严格遵守交通规则。按要求持有符合准驾车型要求的中国机动车驾驶证，驾驶合法、有牌照的机动车，按规定时速行驶。不购买和驾驶无牌无证机动车，不酒后驾车。
5.节假日（包括国家法定假日、寒暑假、公休日等），本人主动将外出旅行的行程、去向、有效联系方式等信息告知所在学院的留学生管理老师。
6.本人不在中国境内非法就业或经商，否则因此引起的一切法律后果自负。
7.本人自觉加强治安、消防、人身及财产安全等防范意识，在外居住期间发生的一切人身财产安全等事故由本人自己负责，与所在学院和温州大学无关。

II. I hereby undertake that:
1. To apply for off-campus accommodation is my voluntary behavior. I will consciously abide by the relevant provisions of Wenzhou University on the off-campus accommodation, go through the relevant procedures as required, sign theCommitment on the Off-campus Accommodation by International Students in Wenzhou University, and report the address and effective contact information to theOverseas Students Education & Services Departmentof Wenzhou University in a timely manner.
2. I strictly abide by the laws and regulations of China, respect the social morality, customs and habits in the Chinese society, and do not participate in fighting, prostitution, whoring, drug abuse, gambling and other illegal activities.
3.I shall, in accordance with the relevant provisions of the entry-exit administrative department of the public security organ, handle the formalities for the registration of temporary accommodation, residence permit and change, extension, etc. for foreigners.
4. On the way to and from the university, I will strictly abide by the traffic rules. I will hold a Chinese motor vehicle driving license to drive vehicles covered by the license in accordance with the requirements, and drive a legitimate and licensed motor vehicle at the prescribed speed. I will not buy or drive unlicensed motor vehicles. I will not drive after drinking wine.
5.During holidays (including national statutory holidays, summer and winter vacations, public holidays, etc.), I will voluntarily inform my travel, destination, effective contact means and other information to the international student management teacher of my college.
6. I will not be engaged in illegal employment or business in China. Otherwise, I will personally bear all the legal consequences arising from such engagement.
7. I will consciously strengthen the awareness on security, fire protection, personal and property safety, etc., and be personally responsible for all the personal, property safety and other accidents occurring during the period of off-campus accommodation, which will not involve Wenzhou University.

备注 1.国际学生向所在学院提出校外住宿的申请，提供租房合同原件，填写《温州大学国际学生校外住宿申请表》，经所在学院分管领导同意，同时报留学生教育与管理部审批，并保存住宿登记表及租房合同复印件。 2.国际学生持护照和租房合同，在24小时内一起到居住地派出所（警署）办理临时住宿登记，填写《境外住宿登记表》。 (1)Submit a written application for off-campus residence, a photocopy of the lease agreement for the college’s records. Fill this form and obtain necessary signature from your major college and return a photocopy of this form and the lease agreement to theDepartment of Overseas Students Education & Services. (2)Show yourpassportand lease agreement andsubmitthis form to the local police station within 24 hours of filling in this form. Obtain and fill the Registration Form of Temporary Residence for Foreigners at the local police station. |
